A cornucopia of "low quality" journals. The report, BioMed Central Accepts and Quickly Publishes an Obvious Junk Paper, is depressing: "Biomed Central has published an obviously bogus scholarly article that apparently uses the 'template-plagiarism' technique, crafting a new article from an earlier one, changing the data and some of the text." Despite what seems to be flagrant plagiarism, the Biomed Central article remains on the web as 7/1/16.

One report indicates that it uses dummy addresses in the US to mask its location in India. It advertises that "Our quality control team will help to analyze the quality of the manuscripts as per international standards." Apparently, English (or law?) is not part of the standards, as the next sentence on the webpage reads "Plagiarism is a crime, thus avoid plagiarism as we aim to harbor the Journal free from the malpractice."
